While we’re partial to our own handiwork – Brief of the Appellants and Reply Brief of the Appellants – the Amicus brief filed in favor of the officers by the Massachusetts Coalition of Police gives a great history of the Quinn. The MCOP brief also discusses the creative solutions developed in other cities and towns in response to the State’s local aid cut masquerading as Quinn underfunding.
